Description

House district 20 is largely contained within the boundaries of the old district 23, but without the Martin County section that included part of Fort Pierce and the inland agricultural areas that are now part of district 18, and a sparsley populated part of Broward. Much of the area is agricultural in Hendry, Broward and Palm Beach, but it includes the densely populated minority areas around Riviera Beach and Boynton, as well as the area northwest of Fort Lauderdale in Broward.

History

Alcee Hastings has represented most of the people in this jurisdiction for 26 years since his election in 1992. Challengers in recent years have been Randall Terry in 2012, Bernard SanSaricq in 2010, Marion Thorpe in 2008, and Charles Laurie in 2002. In these he won more than 70% of the vote and was unopposed in 2004 and 2006. He has had only token opposition ever since.

INCUMBENT

Background

Alcee Hastings was born in 1936 in Altamonte Springs. He holds an undergraduate degree from Fisk University and a law degree from Florida A&M in Tallahassee.

Appointed to the federal bench by Jimmy Carter in 1979 as the first African-American Federal Judge, he served in that position for 10 years until being impeached by Congress in 1989. In 1981, he had been charged with accepting a $150,000 bribe in exchange for a lenient sentence, and although acquitted by a jury when his alleged co-conspirator refused to testify, the Democrat Congress heard the case in 1988 and voted 413-3 to impeach. The Senate then convicted him on 11 of 17 articles of impeachment and removed him from office.

In 1990, Mr. Hastings was defeated in a Democrat primary for Secretary of State, but went on to win election to the 23rd Congressional District in 1992, defeating then state representative (and now Congressman in the 22nd district) Lois Frankel. He has served since that time with no serious challenges to his re-election bids.

He is currently a member of the Congressional Black Caucus, and was President of the Parliamentary Assembly of the Organization for Security and Co-operation in Europe. As a Senior Democrat Whip in the House, he sits on the House Rules Committee and is Ranking Member on the Subcommittee on Legislative and Budget Process and is a former vice-chairman of the House Permanent Select Committee on Intelligence.
